Damascus Governorate Announces Zoning Plan No. 7/26 for Western Baramkeh and Reclassifies Property to Mixed Residential

Decision and Legal Framework

Damascus Governorate has announced detailed subdivision zoning plan No. (7/26) for the western Baramkeh district and its associated land parcels. The plan is grounded in Legislative Decree No. 5 of 1982 as amended by Law No. 41 of 2002, and was issued under Executive Office Decision No. /209/ M.T dated 15 June 2026.

Property Reclassification

The decision reclassifies property No. 1715 Qanawat Basatin, subdivision No. 90 within the western Baramkeh zoning area, from "public built-up" status to "mixed residential". Under the new classification, the property may be used for residential purposes while permitting commercial activity across the full ground floor beneath the repeating residential floors, in accordance with the approved technical study.

Service Staircases and Ground Floor Access

The decision also permits the construction of service staircases within the setback zone to ensure independent access to the commercial ground floor, separate from the residential units above. This provision is based on the technical study and the minutes of Technical Committee Meeting No. /4/ held on 2 April 2026.

Effective Date and Objection Period

The Governorate stated that the zoning plan has been posted in the reception hall of the review office at the Damascus Governorate building. It takes effect from the date of publication in the capital's press. Stakeholders have 30 days from the effective date to review the plan and submit formal objections in accordance with applicable legal procedures.

Regulatory Context

This measure forms part of the ongoing completion of regulatory and urban planning procedures for the western Baramkeh district, in alignment with the approved master plan and the area's urban development requirements.
